Awarded third prize, this proposal responds to Santa Maria da Feira City Council’s need to consolidate municipal services previously dispersed across several buildings. The brief called for a new Town Hall headquarters combined with a civic square, capable of organising public access, strengthening the institution’s presence, and establishing a clear administrative centre within the city.

The project is located at a point of confluence that mediates between the historic centre and other key public facilities. This condition informed the decision to conceive the Town Hall as both an administrative building and an urban connector. The proposal is structured around two complementary elements. A horizontal base establishes the building’s relationship with the ground and frames the transition between public space and institutional interior. Rising from this base, a vertical tower becomes the project’s primary civic marker, conceived as a single gesture that twists in on itself and gains visibility across the city.

Despite its scale and representative role, the building seeks a measured and controlled relationship with its surroundings. The base remains more opaque and grounded, acting as an element of continuity and mediation between the city and the building. Above it, the tower grows vertically in a more expressive manner, establishing a dialogue between the urban fabric and the built form without severing their connection.

Materially, this distinction is reinforced through contrast. The horizontal base is conceived as a solid and tactile element, while the vertical volume is clad in glass, associating transparency with openness, communication, and civic responsibility. A clear hierarchy of uses is organised vertically, with public-facing services located on the lower floors and management and upper functions placed higher in the building.

The tower’s torsion acts as an urban device that structures the surrounding public realm. Four uneven quadrants define distinct outdoor conditions around the building. One quadrant forms a park suitable for recreational and sporting activities. Another shapes the main civic square, articulating public space and access to the Town Hall. A third quadrant is defined by denser planting and calmer occupation. At a higher elevation, the fourth quadrant reveals an accessible rooftop landscape with an amphitheatre, terrace, and green areas for occasional use. Together, these spaces frame the Town Hall as a layered civic ground rather than a singular institutional object.
